All in all: it is not a pulseaudio bug per se, it is only a possible symptom. It is not really a systemd bug either except loosely in the sense it introduces non explicit dependency on previously uneeded kernel compilation options. Maybe a small script checking required options in /boot/config-`uname -r` or /proc/config.gz if it exists may help avoiding to waste your time and enable pacification of the migration.
