The debconf prompt reads:
If you are an advanced database administrator and know that you want to perform
this configuration manually, or if your database has already been installed and
configured, you should refuse this option. Details on what needs to be done
should most likely be provided in /usr/share/doc/redmine/instances/default.
But there is no information in /usr/share/doc/redmine/instances/default at all.
In fact, there is no instances directory :)

Quack,
The original problem is quite old and I'm sorry we did not respond
faster. Anyway the package configuration messages (debconf) changed a
lot since then, so I believe there is no point in keeping this report
around.
As for the mistaken followup, there is no reply from the submitter.
Please open a new report if you still hit this problem.
