As a workaround to this problem, commenting out line number 6 from
/usr/share/rubygems-integration/all/gems/activesupport-5.2.3/lib/active_support/core_ext/object/json.rb
allows the package to be configured.
# require "uri/generic"
I do not know enough about the internals of Ruby to know if doing this
will cause other problems, but it did get my Redmine installation up and
running while awaiting a more permanent fix.
