In debian/rules:
cdbs_ruby_libdir_ver = $(cdbs_pkgdir)$(DEB_RUBY_LIBDIR)/$(cdbs_ruby_ver)
With ruby-pkg-tools >= 0.14, DEB_RUBY_LIBDIR was changed, and now points
to /usr/lib/ruby/1.{8,9.0}, not just /usr/lib/ruby. So you package is
going to install files at the wrong place.
Please fix that, and build-depend on ruby-pkg-tools >= 0.14.
