I tried to follow the instructions in doc/redmine/README.Debian
to the best of my ability.

The section named "QUICK LAUNCH USING WEBRICK" recommends running
"sudo -u www-data X_DEBIAN_SITEID="default" ruby script/server webrick -e 
production".
