Hi,
This problem was *probably* caused by the fact that Rubygems did not
install binaries to /usr/local/bin before.
The original reporter said that adding the path where Rubygems installed
programs to the $PATH before solved this problem, and that is no longer
necessary with the current Rubygems. Therefore, I am closing this bug.
