I am about to upload a new version for this package, as a result of a
collective effort. All the points you have mentioned have been
addressed:
- package renamed ruby-github-markup, following Ruby team convention,
- a unique binary package containing the library and the documentation.

Other important modifications are the following:
- new upstream version
- source repackaged to drop files in tests without license
