Maybe we need to add some more Breaks elsewhere to push apt into the

upgrades must work out successfully with the apt-get from wheezy.
Even if you Breaks: apt (<< jessie), apt will be upgraded first, but the
apt process running the dist-upgrade is still the old one from wheezy

If you can put packages (with a version > jessie) with the Breaks added
back somewhere (and add a Packages file, too) I could take a look at
what's happening there. Please describe your failing upgrade scenario
(wheezy + these packages: foo, bar, baz, ...  with/without recommends).
