Control: reassign -1 letsencrypt

gitlab already made it recommends and if letsencrypt does not want to
implement something like letsencrypt-no-thanks, you may close this bug.

This is a sub optimal solution in my view as people have to explicitly
say they want to use letsencrypt by running

apt-get install gitlab letsencrypt,

where as I would have preferred to use letsencrypt by default unless
they chose to opt out by installing letsencrypt-no-thanks.

apt-get install gitlab letsencrypt-no-thanks

I believe encryption should be the default everywhere (especially when
dealing with sensitive data like passwords) and those who want to
disable it should be taking extra steps.
