When rebuilding capistrano in sid all tests run fine. However, when rebuilding 
capistrano in stable
I receive the following error:

The "Continue building the package" message is from gem2deb. When building with
dpkg-buildpackage I can select "Y" and proceed, but when building 
non-interactively
in pbuilder it defaults to n and the build aborts (hence the "semi-FTBFS" in the
bug subject)

thank you for your report; given that this affected wheezy and the
version in jessie is significantly newer... please reopen this if
it's still an issue in jessie/sid.
