actually, as extensions are compiled using the same flags as were used to compile Ruby itself, it makes sense to "fix" this in src:ruby2.3 (as we also want the binaries built by it to be built with bindnow). Making gem2deb correctly use dpkg-buildflags and pass the flags there down to the Ruby extension build is also useful, and is tracked in #722154
