I wouldn't bother introducing new code here and simply revert the change to get the old code back, which we know works under the current circumstances. Long term, i.e. after we have the dh_installsystemd fixes, we should be able to simply use "systemctl is-enabled " again and drop the fallback altogether. The fallback should not be needed then.
