We read
For legacy mode, the following section documents the old behaviour.
However, it is not clear how long the section you are talking about is.
Apparently it is the entire 4000 characters, all the way down through.
The script /etc/init.d/name must exist before update-rc.d is run to
create the links.
However if indeed those 4000 characters document the old behaviour, then
where, the reader asks, is the part describing the new behaviour?
You might want to clarify that on the man page.

I don't find such a section in the update-rc.d man page (anymore).
So I guess this bug report is obsolete.
