When I launch shutdown -h now or reboot, I get a black screen
immediately and the system hangs so indefinitely. I have to manually
power off the computer. This happened after the last dist-upgrade in
sid.

This bug report has become unfortunately an un-actionable mess with
different people hijacking it for various issues.
So I'm closing this old bug report.
Aquila, if you still have problems with systemd on shutdown,
please file a new bug report and follow the instructions at
https://freedesktop.org/wiki/Software/systemd/Debugging/#index2h1
In Debian, the debug.sh script needs to be placed at
/lib/systemd/system-shutdown/debug.sh
A screenshot of such a verbose shutdown would be helpful as well, so we
can see the last messages.
Regards,
Michael
