Severity: important

listing the contents of systemd_242-8~bpo10+1_amd64.deb shows that org.freedesktop.systemd1.service is missing from this package

please add this service file as it is needed for systemctl --user commands

This file was removed deliberately as it is no longer needed.
See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=914015

Make sure you have at least dbus 1.11.0 installed.
The version in stable/buster is 1.12.16-1, so should be sufficient.
