I contemplated about this:
The way to address this issue would be to include the dependencies
of systemd-tty-ask-password-agent to Pre-Depends. Since systemd-tty-
ask-password-agent links against libsystemd-shared, this means
basically all shlibs dependencies would become Pre-Depends.
I don't think we want this. We should strive to keep the Pre-Depends
list as small as possible. Since no actual problems have been caused by
this, I'm therefor closing this bug report.
If in fact a real problem is caused by systemd-tty-ask-password-agent
not being functional during a partial upgrade, we can reopen/revisit
this problem. Please report back in that case.
