I'm all in favour of removing Debian specific patches. That said, since this
changes the semantics of /var/tmp it might have the potential to effect
existing software.

Do you think this should be discussed on debian-devel to get some wider
feedback?

I'm unsure how to proceed from here and what to do about this bug report.
