This is a directory created (but not owned) by the polkitd package. It
is created dynamically by the polkitd process which is run as the
polkitd user that has /var/lib/polkit-1 as home directory.
When systemd is built against a newer polkitd package (> 0.106) it stops
shipping
/var/lib/polkit-1/localauthority/10-vendor.d/systemd-networkd.pkla
If no other package installs any files in there, dpkg will try to clean
up the directory. As dpkg finds an unowned directory, it does not remove
the home directory of the polkitd user.
So what you see is correct and expected behaviour.
Not sure if this can be addressed in the polkitd package.
That said, not a bug in systemd. Thus closing the issue.
