During upgrading from Debian 11 Bullseye to Debian 12 Bookworm I received an
error on polkitd configuration which also blocks other dependencies
(network-manager, modemmanager, pkexec, colord, ...)

Tried do uninstall polkitd, reinstall it manually, same behavior. I am using Debian GNU/Linux 12.4, kernel6.1.0-16-amd64

Looking at the gshadow file you have
tty:*::mel,:adamor
Not sure how you ended up in this state, but this is not proper syntax
(there should be no ':' between mel and adamor).
This is a local misconfiguration causing the systemd-sysusers failure.
Please fix this error and rerun the polkitd upgrade.
