Dear Maintainer,

As you can see in my logind.conf,
I have re-mapped the power key to suspend,
and long-pressing the power key to hibernate.

When I click the power key the machine suspends instantly
(and under X I see XF86PowerOff).
But this actually happens no matter how long I hold the button for,
and hibernation never occurs.

Maybe your desktop environment intercepts/interprets those keys?

Can you confirm the issue when being logged into the kernel console only (i.e. no desktop environment running)?
