Well, that's not quite what happens. systemd has a timeout of 90secs where it waits for devices listed in fstab to show up. after that it drops into the rescue shell. So it's not that the rescue shell takes a long time to start, it's simply a timeout where systemd waits. If you boot without the "quiet" kernel command line argument, systemd will show you (via a small animation), that it is currently waiting for a given device/unit. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
