Nah, we didn't enable vconsole support deliberately since we already have way too many tools to configure the console font/lang in Debian. The most prominent being console-setup. I see that you have plymouth installed. That's the package shipping a service which has Want=systemd-vconsole-setup.service Re-assigning to plymouth and merging with existing bug report.
