Thank you! I did have kexec-tools installed (though I'm not sure how that came to be so and I wasn't aware of it). Purging kexec-tools solved the problem, so this bug should probably be closed. However judging by the discussion of #766338, the problem seems to stem from an interaction between kexec-tools and systemctl.
