Having the same issue I've inspected systemd target dependency graph, it
looks like this (in the start order omitting redundant 'hop'
dependencies): systemd-remount-fs.service -> local-fs-pre.target ->
usr.mount -> local-fs.target, therefore I consider this is a system
configuration bug.
laptop-mode-tools is not installed, no manual configuration involved.
