I agree that having such a facility would be great. Unfortunately this is way out-of-scope for this bug report and would not only involve apt, but any tool really which can be used to dist-upgrade a system (aptitude, cupt, ...) and might even involve dpkg itself. This would need coordination and planing from various different parties. If such a facility existed, we'd be happy to use it. I would've checked and taken care of the kernel > configuration if it had been noted in the release notes. Feel free to file a bug report against the release-notes package including a proposed text. Debian is built on users participating, especially if it concerns their particular use case.
