This was fixed upstream in v230, Martin had already cherry-picked it for
229-4.
There is a related followup change from 230-3 [1]:

>   * debian/extra/init-functions.d/40-systemd: Do not call systemctl

>     make sure that daemon-reload will not invoke polkit.

I guess we would need to cherry-pick both fixes.

For the time being I'll mark the bug as fixed in 230-3.
