For some reason --no-start --no-restart-on-upgrade still generates code
for NetworkManager-dispatcher.service.

Something odd going on here. Maybe dh_systemd_start get's confused by the
[Install]
Also=NetworkManager-dispatcher.service

in NetworkManager.service
