ATM I am building a x86 with CONFIG_CGROUP_CPUACCT=not set. Let's
wait and see....

And I'm rebuilding my failing kernel with only this config variable manually changed... Let wait and report.

OK. My own kernel now boots so the problem is induced by code that is trigerred when not set.

I have no need for cgroup accounting, only process group sheduling so it is only for a try...
