Someone has written a utility, made for Ubuntu, called AutoFsck. After you install AutoFsck, fsck will run at shutdown, not startup, when possible.
(I am currently running Windows, so I haven't tried installing AutoFsck on Debian to see if it works. If you do try AutoFsck, please let us know in this bug report, and on the wiki page, and to the AutoFsck maintainer.) Does AutoFsck work on Debian?
