Trying to start any service via "invoke-rc.d start $service" fails without any
error or effect.

Invoking it with --query yields 101 as return value. Attached is the strace'd
attempt to start the apache2 service.

According to the trace you sent to the bug report, you have K-links on
runlevel 2 for SSH.  invoke-rc.d will refuse to start it for that reason,
and it is correct in doing so.

I am closing the bug.

If you feel this is being done in error, please provide the output of:

ls -lR /etc/rc*.d/*ssh*

and the output of

/sbin/runlevel,

and also tell us which runlevel you are at when the issue happens.
