I also suggested that it was better if the setting was adjusted at install time based on the machine being installed on (for example only for laptops or if the desktop task were installed), as changing the default might be risky in some settings. I am not conviced changing the default is a good idea, and if you were present at the session, I guess you noticed this. Perhaps the initscripts postinst should adjust the default based on the output from laptop-detect? I am sure we will get complaints no matter how it is done, so we would just have to decide how we believe it is best to do this.
