In /etc/default/rcS, the TMPTIME variable as mentioned is supported to
remove files from /tmp is that many days.

I've noticed that it doesn't remove any files from /tmp at all.
I've also checked the permissions for /tmp and the files in /tmp, and
they look okay to me.

You can notice that there are many files which are older than 5 days,
but they aren't cleaned.

As discussed in the bug report, this is not a bug in initscripts,
