/etc/init.d/rcS should be a conffile. It's in /etc, so there is a
reasonable expectation that one should be able to edit it and have ones
changes respected, not blown away by the next upgrade.
Very few people will need to edit this file, probably, but I certianly
have in the past.
Policy is pretty clear about this too:
The `/etc/init.d' scripts should be treated as configuration files,
either by marking them as `conffile's or managing them correctly in
the maintainer scripts (see Section 11.7, `Configuration files').
Same arguments hold for /etc/init.d/rc (though I've never had call to edit
that one, myself).
