Dear Roger, when I reported this problem I was using upstart instead of the sysvinit package. Meanwhile, I have changed back to sysvinit (using debian only on laptops with few services) and dismissed upstart. Now the boot problems with a hanging startpar are gone. I recommend to close this bug. Anyhow, it may have been attributed to the upstart package, I reckon.
