It seems that this bug is driven by isc-dhcp-client 4.3.0a1-2. Changing to the sid version 4.2.4-7 braught my system back to an assumable reboot/shutdown behaviour. I didn't investigate more as 4.2.6 and 4.3.0 are available since a few days, though.
