I hit this trying to use sbuild to build a package in an unstable
chroot. For the benefit of anyone else who hits this in that context
and ends up reading this bug report, I found I could avoid it by
telling schroot not to upgrade the chroot before building, like so:
sbuild --no-apt-upgrade --no-apt-distupgrade -dunstable PACKAGE.dsc
This is only a good idea if your unstable chroot was updated recently
though.
