You're right. I've overlooked this when changing build dependencies in order to
build tcllib-critcl for Tcl/Tk 8.6 and 9.0. I'll re-add the build
dependency on tcl-dev
in the next upload (I think it will happen after the release of
trixie, unless some
more pressing bug appears in tcllib).
