tcl8.4 can not be cross compiled with current state due to use of
AC_PROG_CC macro by upstream which checks only for $CC and gcc.

To get it cross compiled (dpkg-buildpackage -b -aarmel) I needed to add
few lines to configure call in debian/rules:
