When I restart my router/AP, NM will try to reconnect, but since the AP
is not fully booted yet, it might fail, but, then, NM will not try
again, which might cause lost connectivity.

In my usecase, for example, I may be accessing my laptop remotely, so I
can't ask NM to reconnect, since I am not in front of it. The reboot
might be caused by an accidental removal from power of the AP by someone
who does not have the laptop credentials to request the reconnect.

I was really remote that day. Then, I got home, unlocked the screen, and
had to choose a new network.
