Package: pipewire-pulse
Version: 0.3.56-1
Severity: normal
Many of the pipewire docs imply that pacmd ought to work even when
pipewire-pulse is running.
Unfortunately, when I run
hartmans@industrial-algebra:~(1)> pacmd info
No PulseAudio daemon running, or not running as session daemon.
Other users on #debian-devel reported the same.
strace gets as far as reading $XDG_RUNTIME_DIR/pulse/pid, then looking up info
on that process in /proc, then starting to open message catalogs.
I'm happy to provide more information as needed.

I was confused.
I must have been getting pactl and pacmd confused from the docs.
If anyone is curious about trying to get pacmd working, it's going to be
a bit of work.
pacmd actually looks in /proc to see that the executable name is
pulseaudio.
See src/pulsecore/pid.c in the pulseaudio sources.
