This is due to incorrect configuration in /etc/NetworkManager/
NetworkManager.conf where there is such an entry:
managed=false
Fix: in /etc/NetworkManager/NetworkManager.conf please change to:
managed=true
I am using Debian Testing with kernel 5.18.0-4 and standard packages.

This means your network is managed by ifupdown, not by NetworkManager.
managed=true is discouraged. It means, both NetworkManager *and*
ifupdown will read the configuration from /etc/network/interfaces and
stomp on each others toes. It's a setup I explicitly do not recommend.
My recommendation if you want to use NetworkManager is to remove the
configuration from /etc/network/interfaces and setup your connection via
NetworkManager. The postinst of the network-manager package shows a
warning in that regard.
