This looks like the symptom of #1099141 in gnupg, which makes the
ostree test suite fail (both at build-time and during autopkgtest)
but is unlikely to be related to the new util-linux.
Looking at https://ci.debian.net/packages/o/ostree/unstable/amd64/ , an
older test run
https://ci.debian.net/packages/o/ostree/unstable/amd64/58167764/ was
successful with util-linux/2.41~rc1-2, and it is only the re-test
https://ci.debian.net/packages/o/ostree/unstable/amd64/58514308/
(after gnupg2 regressed) that failed. I have requested a re-test now that
we have the fixed gnupg2 available but I'm fairly confident that this is
not an actionable ostree bug.
