During boot the file /etc/init.d/mountall.sh is loaded before network
connection is established, therefore thecifs mount in the fstab can't be
mounted automatically at boot (with mount - a it mounts).
Probably the support for ifupdown is disabled in /etc/network/interfaces for
all the interfaces.

Unless we move network-manager and all its dependencies to / or generally
disallow /usr-via-nfs, I can't see a way how to fix this. So closing.
