Hello Michael,
to reproduce this behaviour is quite easy.
During Debian installation create an encrypted root fs, then
additionally install dropbear.
Due to Dropbear the network will be configured in initramfs with the
current ip data.
This will cause an already configured eth0 at the time when Network
Manager gets started.
