After a fresh debian stable installation, I try to create a new partition with
ext4 encrypted using gnome-disks but get a popup with the following message :

As said, cryptsetup-bin *is* installed by default as udisks2 recommends
it installed, and Recommends are installed by default.
You it's most likely you have disabled the installation of recommended
packages.
