networks. There is only "No networks..." with a spinner rotating indefinitely.

Ok, following the upstream bug report, it doesn't appear to be an actual
bug, but rather a misunderstanding what unmanaged devices are.
The network configuration created by the debian installer depends on
whether you install ifupdown or network-manager.
It seems you did a minimal installation, where d-i created a
/etc/network/interfaces configuration and then later on installed
network-manager.
NetworkManager respects existing configuration and doesn't touch any
device which is configured by ifupdown.
If you want the device managed by NetworkManager remove it from
/etc/network/interfaces.
