I don't think that's a bug in dbus but rather the script that uses
debconf to restart those services.

Afaics, the dbus init script uses the log_daemon_msg functions as
intended, thus I can't see anything that needs to be changed in dbus
itself. Your/the script which restarts the services should probably
redirect the output of the restarts to /dev/null
