Sorry, I submitted too quickly, and forgot this one: there is also a chance that xfce4-utils also depends on xinit. This is related to the same root cause (xbase-clients now being a metapackage and and xserver-xorg depending on x11-xkb-utils only) then I do not submit a new bug report.
