I can adjust the "Restart Style" of particular applications in the "Session"
tab of the "Session and Startup" settings dialog. However, it is undocumented
what each of the four options "If Running", "Always", "Immediately" and
"Never" actually mean (well, I can guess the meaning of the last option, but
the difference between the first three is beyond me).
To find the meaning of the different options, I adjusted the "Restart Style"
for xfce4-panel and killed it (using "killall xfce4-panel"). The result was
always the same, no matter which option I used for the setting: the panel
vanished and did not restart automatically.

Argh, sorry for the trouble, but I just noticed that xfce4-panel is indeed
doing *a* correct thing: when I use "killall -SEGV xfce4-panel" instead of
"killall xfce4-panel" it will indeed be restartet. It does make sense not to
restart a program when it recieves a SIGTERM or SIGINT, since that usually
means someone wants it to stop. Gnome seems to restart its panel no matter
what, and I was so used to that behaviour I expected it to work with xfce4 as
well.
