Hmhm, you're saying that *all* updates (even when only touching minor debian revision) do that? I don't use xkb so I never noticed, but that sounds weird to me. Well, I'm not sure there's a static xkb-plugin config (meaning when you re-add a plugin, a new configuration is used), but you should be able to reuse the old config file, by just renaming it to the new ones (check in .config/xfce4/panel).
